When it comes to Co2 emissions, China energy mix and energy policy matter the most more than any other region, because China is the world largest Co2 emitter in the world.
China will only change if the world come together as one made it clear that trades with China will be directly linked to its emissions reduction performance.
FYI: China is the world largest consumer of Coal (a carbon-intensive fossil fuel). Its coal-power capacity is around 1050 GW, and it is expected that the country will increase its limit of coal-power capacity in its 14th FYP to 1300 GW. The country is also investing heavily in coal-power generation outside China in countries like Turkey, Pakistan, Vietnam, Egypt, Bangladesh, Philippine, Indonesia, etc.
